Consensus Near on Priorities for Quality Measurement in Home and Community-Based Services

The National Quality Forum's Committee on Home and Community-Based Services Quality, which is co-chaired by two CLPC researchers, is nearing completion of its work in identifying and prioritizing measurement domains and subdomains of HCBS quality.  The Committee's purview also includes identifying high-priority gaps in HCBS quality measurement and making recommendations to the Department of Health & Human Services and other Federal agencies as to strategies for furthering quality measures and measurement.  In interim reports released by NQF, the Committee's 11 tentative domains of HCBS quality were identified along with a proposed definition of HCBS and a set of "characteristics" or principles of a quality HCBS system.  A third interim report, scheduled to be released in June, will feature a revised set of domains and descriptions, along with priorities for measurement and draft recommendations.  The final report is scheduled for release in September.

The CLPC is well represented on the Committee.  Steve Kaye and Joe Caldwell serve as co-chairs, and Mike Oxford is a committee member.
